He can make the sound go extremely loud or super quiet, at higher levels the user is able to make the sound almost unbearable or almost mute, making it so the enemy cant hear your movements or making it so that even a shout could make your ears bleed.

When it was over he sat on the pile of corpses and cleaned Verasune of their filthy blood, grinning the whole time.

making it so that even a shout could make your ears bleed. If that is it then it should have a higher chakra cost and dude is this for RP formulation?

oh shit sorry i forgot to put that each rank E-S has its own one with its own chakra cost and that controls how powerful it is, like the C rank wont be able to make your ears bleed with a shout but like A and S rank can and the lower the rank the less powerful it is
